Asia has significantly increased agricultural productivity and reduced poverty since the 1960s. Demand and supply growth trends, however, project future increases in real world cereal and meat prices; hence there is a need to improve policies and boost investments to achieve agricultural development and food security.

Large scale irrigation systems (LSIS) play an important role in meeting Asia's food demands. Major changes, however, are needed to transform the LSIS to become more responsive to the needs of farmers and changing context of water delivery service.

Participants traveled to Bonifacio Global City in the Philippines to see best practice in smart urban mobility and resilience. Accompanied by local experts, participants toured High Street greenway, learned about water capture and storage features, and visited the future site of a new Bus Rapid Transit corridor and a pedestrian and bicycle greenway.

The Knowledge Partnership Forum brought together technology providers, city and community leaders, and staff of Asian Development Bank working on city and community development projects to exchange ideas on how knowledge partnerships can bolster the development of smart cities and communities.

The presentation discusses Asian Development Bank's Urban Operational Plan. The three levels of green city initiatives and the available nexus approaches to green cities are examined. It also offers suggestions on how green city initiatives from the water sector can be achieved.

Metro Sarangaya is a fictional case study based on multi-country experiences in the water sector. It provides a composite illustration of real-world challenges and situations faced by governance reformers in managing the politics of change, in balancing various stakeholder interests, and in building broad consensus critical to reform efforts.
