PNG: Country Safeguard Review — Action Plan

The regional technical assistance (TA) RETA 7566: Strengthening and Use of Country Safeguard Systems (CSS) included a review of Papua New Guinea (PNG) environmental legislation with regard to equivalence with the environment safeguards covered in Asian Development Bank’s Safeguard Policy Statement 2009 (SPS). The overall CSS assessment procedures to be adopted in subprojects implemented under the RETA were presented in a workshop in November 2011.

The development of this guideline is based on significant field experience gained from working in hydropower development while the process shown here typically follows that used by multilateral lending agencies and in particular the Asian Development Bank.

PNG: Country Safeguard Review — Guideline for Preparation of Environmental Management Plan

This Guideline is intended to assist and guide prospective developers (and/or their consultants) to prepare an Environmental Management Plan (EMP) as required for undertaking Level 2 and Level 3 activities as required by the Director under Section 132 of the Environment Act 2000 and procedures issued by DEC in Nov 2012 and March 2013 which specifically deal with the requirement for the Proponent to submit an EMP.

PNG: Country Safeguard Review — Guideline for Environment Assessment of Road and Bridge Infra Projects

This guideline (the guideline) updates an earlier guideline written for the Department of Works (DoW) in 1999. As the guideline was issued prior to the Environment Act, 2000 and the Environment (Prescribed Activities) Regulation, 2002 the guideline is now updated to be compliant with these legislative and regulatory requirements, including the more recent instructions issued by the Department of Environment (DEC) in 2004, 2012. and 2013
