Woonghwan An is a director of the University Affairs and Policy Division, which has played a significant role to build the human and technical infrastructure and improve the education system for online learning for higher education institutions. He has served as a Deputy Director and Director in the Ministry of Education Republic of Korea since 2003. He worked in the field of higher education policy, STEM Education in K-12 education, and Education Policy Analysis and Evaluation. He received his Ph.D.

Riia Palmqvist is a Counsellor of Education at Finnish National Agency for Education (EDUFI).

Ms. Margarete Sachs-Israel is the Chief of Section for Inclusive Quality Education, UNESCO Bangkok, Asia and Pacific Regional Bureau for Education since June 2021.

Fook Yen Chong is a Principal Sector Specialist at the Asian Development Bank. He hs more than 25 years of work experience in Technical Vocational Education Training (TVET). IN ADB, he manages and supports TVET/ Higher Education projects in India, Bangladesh, the Philippines, Cambodia and Indonesia. As a practitioner in TVET, his expertise includes TVET strategic planning, training facility infratsructure planning, and design, TVET curriculum design and development, TVET training equipment requirement, and TVET teachers’ training.

Sr. Professor Sampath Amaratunge has been appointed as the Chairman of the University Grants Commission by His Excellency the President, Hon. Gotabaya Rajapakse, effective January 2020. Professor Amaratunge received his BA (Hons.) in Economics from the University of Sri Jayewardenepura, MA in Economics from the University of Colombo, MSc in Economics of Rural Development from Saga National University, and Ph.D. from Kagoshima National University in Japan. He counts nearly 30 years’ service at the University of Sri Jayewardenepura.
