Mr. Chen received a PhD degree in Civil and Environmental Engineering from University of Wisconsin-Madison, U.S.A. His research interest has been in the areas of GIS, digital image processing, and integration of remote sensing and GIS for environmental applications.

Yan-You Chen serves as a specialist of Honduras Forest Pest Management Project since 2018, with skills of forest management, RS/GIS and computer programming. Prior to this, he worked at the Laboratory of Earthquake under Professor Yih-Min Wu in NTU, to build earthquake early warning system in cooperation with Central Weather Bureau. Yan-You holds both a Bachelor’s and a Master’s degree in Forestry from NTU.

Foong Chee Kheong is Group Head of Regulatory Affairs, Group Corporate Office, Axiata Group Berhad. CK has about 17 years of experience in telecommunication, with roles in regulatory strategy and policy development with prior experience in network engineering and project management. Prior to this, he was in regulatory management roles in DigiTelecommunications, Celcom Axiata, U Mobile and the Multimedia Development Corporation.

Chairman of PANDI (.id Registry) and also Professor at Faculty of Computer Science – Universitas Indonesia, have a bachelor degree and master degree in computer science from Universitas  Indonesia, and doctorate degree in computer science from School of Computing - Curtin University of Technology, Australia.

Samantha O’Riordan is the Giga Program Officer at ITU for the joint ITU and UNICEF Giga initiative, which aims to connect every school to the Internet and every young person to information, opportunity, and choice.

Samantha has worked on multiple information, communications, and technology programs in the private sector and the UN.  Prior to joining ITU Samantha worked at the GSMA, and for multiple European telecommunication operators and service providers.

Ms. O’Riordan holds a Masters in International Business and a BSc in International Business with French.
