Junko Sagara

Junko Sagara is a Water Resources Specialist in Southeast Asia Department. She works on water resources management, irrigation, and flood risk management projects. Prior to joining ADB, Junko was with an engineering consulting firm for over 14 years and worked on various projects in water resources planning and management, flood control and forecasting, and disaster risk management.

Cesar Llorens Alvarez

Cesar Llorens is a Spanish citizen working for Asian Development at the Central West Department (CWRD) within the urban division (CWUW)

He holds a Master's in Civil Engineering from the Polytechnic University of Madrid.

He developed his professional career mainly in Spain and France in the water and transport sectors and joined ADB in 2010 as a Secondee from the former Spanish Ministry of Economy and Finance.

Noelle O'Brien

Noelle is the Chief of the Climate Change and Disaster Risk Management Thematic Group concurrently Director, of the Climate Change and Disaster Risk Management Division of the Sustainable Development and Climate Change Department of ADB. Previously, Noelle was a Principal Climate Change Specialist for the Pacific region and has worked on expanding ADB’s work on mitigation investments, scaling up adaptation investments in the 14 Pacific member countries, and raising climate finance.

Yesim Elhan-Kayalar

Yesim Elhan-Kayalar is an economist with over 33 years of experience in development and academia. She currently serves as an Advisor to the Chief Economist at the Asian Development Bank (ADB), specializing in digital transformation and market competition. Her expertise is informed by extensive field experience across 31 countries. At ADB, Elhan-Kayalar develops knowledge and policy solutions to address key challenges in Asia and the Pacific, particularly in maritime decarbonization.
