Profile / Bio: 

M Sina Velioglu serves as a Senior Procurement Specialist of the Asian Development Bank (ADB), currently assigned to the Philippine Country Office and the transport sector in South Asia region. He provides procurement advice, support and capacity building to ADB’s developing member countries in the region.

Prior to joining ADB, he worked as a consultant holding various managerial and technical capacities in international development projects, mostly in Central and South Asia and Eastern Europe, funded by various IFIs. He is experienced in procurement, management contracts (FIDIC) and dispute resolution (ADR) in projects mostly covering agriculture, road infrastructure and water supply and sanitation sectors. He worked in countries including, Uzbekistan, Tajikistan, Kazakhstan, Azerbaijan, Ukraine, Turkey, Bangladesh, Nepal, Pakistan, India, Ghana and Montenegro.

Sina holds a Bachelor degree in Civil Engineering from the Middle East Technical University, Ankara, Turkey; a Master degree in Construction Law and Dispute Resolution from King’s College, London, United Kingdom; and a MBA Essentials Certificate from LSE (London School Economics and Political Science). He is a “Fellow” of the Chartered Institute of Arbitrators (UK) and has been the Country Representative for Dispute Resolution Board Foundation (DRBF) for Tajikistan and Uzbekistan from 2019 to 2022 before joining ADB.
