Soulyvanh Keokinnaly is the Chief of the Hospital Pharmacy Management Division, responsible for ensuring the availability of high-quality, safe, and effective essential medicines in health facilities at all levels. His role includes promoting the rational use of medicines and monitoring drug safety surveillance.
He holds a Master’s degree in Public Health from the University of Health Sciences, Lao PDR (2015), a Bachelor’s degree in Pharmacy (2003), and a Diploma in Assistance Pharmacy (1993).
Since 2012, Mr. Soulyvanh has played a pivotal role in pharmacovigilance (PV) in Lao PDR. He contributed to the Ministry of Health's successful membership in the Uppsala Monitoring Centre, becoming the 122nd member in 2015. He was instrumental in developing PV guidelines, establishing the adverse drug reaction (ADR) monitoring system in Laos, and serves as the national focal point for pharmacovigilance. Additionally, he is a member of the Lao National Immunization Technical Advisory Group and the AEFI committee.
His expertise extends to evaluating drug registration for emergency use authorization of new vaccines and medicines. He also works to enhance good hospital pharmacy practices and promote the rational use of medicines for patient safety.
