BuildProc Procurement Certification Program
A well-functioning public procurement system is essential for economic development. It efficiently utilizes scarce public sector resources and delivers value to society. Developing procurement capacity requires long-term investment. BuildProc is a competency-based program aiming to achieve long-term impact through procurement capacity development.
BuildProc
ADB and ILO’s International Training Center offer BuildProc, ADB’s procurement certification course for public procurement entities and executing and implementing agencies in ADB’s developing member countries. It is a comprehensive certification program in public procurement that contributes to the professionalization of the procurement function. Through BuildProc, ADB helps DMCs plan and implement their procurement, manage contracts, assess procurement risks, and mitigate them.
Program Objectives
The program aims to build the procurement management capacity of ADB borrower/recipient countries in implementing projects and achieving outcomes and development impact.
Program Delivery Mode and Modules
The program consists of a three-stage learning journey of over a year. The course combines different modalities and training delivery: self-study, peer learning, e-coaching, distance learning, and face-to-face training. Participants join a community of practice of participants, program graduates, trainers, and experts in a continuing learning platform. The learning contents are presented in three modules delivered through blended learning. The program is currently available in English and Russian languages. It consists of three modules:
- Module 1: Procurement Fundamentals, Principles and General Practices
- Module 2: Procurement Processes and Procedures
- Module 3: Advanced Procurement Strategies
The course was customized by ADB and ILO’s International Training Center-based successful procurement training program developed in partnership with the International Fund for Agricultural Development. The BuildProc customizations were designed to support infrastructure procurement in developing member countries, making it well-suited for the procurement staff of executing and implementing agencies of ADB-financed projects. The training program already yielded substantial results. The program began in December 2022. By April 2023, there have been 267 participants in Module 1, 110 in Module 2, and 97 in Module 3. The average passing rate is 90%. 270 participants have been accepted, with 400 (cumulative) obtaining certification by March 2024. Additional details are included in the ‘BuildProc Results’ brochure.
The program is evolving: In addition to cross-regional participant learning, the first BuildProc program, featuring a cohort from the Pacific region, is now being delivered with support from the Government of New Zealand.
