H.E. Vanndy Hem has been serving as Under Secretary of State in the Ministry of Economy and Finance since September 2013. He is also a current member of the Supreme National Economic Council (SNEC).
H.E. Vanndy graduated from the National Institute of Management, Cambodia with a bachelor’s degree in Business Administration (Accounting), and soon after joined PricewaterhouseCoopers in Cambodia as an Auditor. After a year, he became an Intern for Product Portfolio Management Project Appraisal at Fuji Xerox, Co., Ltd. In Kawasaki, Japan. He then worked as a Teaching and Research Assistant for the International Development Program at the International University of Japan (IUJ) while pursuing his Master’s in International Development at the same university. He also has a Mid-career Master’s in Public Administration from Harvard University, U.S.A.
From December 2002 to September 2003, he was a National Program Officer (Population and Development Strategies) at the United Nations Population Fund (UNFPA). He moved to the Cambodia Resident Mission of the Asian Development Bank where he worked as an Economics and Financial Sector Officer from September 2003 to December 2008.
Before his current position in the government, H.E. Vanndy was Deputy Secretary General at the Cambodia Mine Action Authority (CMAA) for over two years and has served in different capacities at the Office of the Council of Ministers.
