Profile / Bio: 

Dr Rose Bailey is an international climate change action planning and transparency expert. She has 14 years of international experience, providing support, advice, technical assistance, and capacity building at the city, state, and country levels. Rose’s knowledge and experience span the technical challenges of compiling data to measure and report GHG emissions, set targets, and quantify and track mitigation activities and co-benefits, the design and implementation of inclusive and cross-sectoral climate change actions and plans, and the practical, technical and governance needs for implementing ambitious climate actions. Rose’s work spans domestic climate policy purposes, including city Climate Action Plans, and UNFCCC reporting requirements for countries, such as Nationally Determined Contributions. Rose has worked extensively on city-level emissions for organizations such as C40, the World Bank, GIZ, Global Covenant of Mayors for Climate and Energy, CDP, and Climate Group. She has developed numerous technical guidance and tools, has been a member of international expert working groups for city GHG and climate change standards, and is nominated as an expert by the UK for the IPCC Special Report on Climate Change and Cities.
