Cesar Llorens has been working as Country Operations head (COH) at the Kyrgyz Republic Resident Mission (KYRM) since 2020. He holds a master’s in civil engineering from the Polytechnic University of Madrid and has worked for ADB for more than 11 years in different resident missions and positions since 2012, ranging from Urban Development Specialist to Deputy Country Director in Armenia Resident mission, as a Senior Urban Development Specialist in Armenia, Azerbaijan, Georgia, Uzbekistan, and finally as COH at KYRM.
Before being ADB staff he worked as a secondee from the Spanish Ministry of Finance at ADB since 2010, as General Manager of a water utility contractor since 2005, Transport Specialist for Veolia in France, Spain, and England in 2000, and started his career as an Urban Specialist in Madrid in the year 1998.
