Economic losses soar continuously while death tolls lessen in hydro-meteorological disasters. A higher level of physical protection is therefore necessary to achieve economic development. Although engineering solutions are essential, they will only become effective if certain factors are present and with many non‐engineering actions—before, during, and after.
