Ms. Joy Navarro had been designated as In-Charge of the Special Ecosystems Standards Section of the Caves, Wetlands and Other Ecosystems Division of the DENR Biodiversity Management Bureau since 2014. She leads the development of policies and programs for the management of caves, wetlands and other ecosystems including the monitoring and evaluation of such programs and projects, and the review and analysis of biodiversity information for caves and wetlands planning and management. She also functions as a focal person on the implementation of activities related to the Convention on Wetlands, and ASEAN Task Force on Peatlands. This allows her to be engaged in various national and international meetings, workshops and fora on the management of wetlands, peatlands, caves and the conservation of biodiversity. She had also been a member of Philippine delegations to international meetings, workshops and the negotiations, including the Ramsar Convention, ASEAN Task Force on Peatlands, and the Convention on Migratory Species of Wild Animals. She supported the drafting of the Philippine-authored Ramsar Resolution on Wetlands and Disaster Risk Reduction and the Ramsar and CMS Resolutions on the conservation of intertidal wetlands.
Joy is a licensed Forester who graduated from the University of the Philippines Los Baños.
