In order to promote the ecological construction and high-quality development of the YRB, ADB agreed to provide technical assistance (TA) to the Chinese government through signing an agreement for TA-6626 PRC: green farmland construction and agricultural high-quality development strategy (54026-004) project in the YRB. The implementation period of the project is from May 2021 to May 2023. The Department of Farmland Construction Management of the Ministry of Agriculture and Rural Affairs (MARA) is the project implementing agency, the Foreign Economic Center of MARA is the project implementing agency, and the agricultural resource utilization and zoning team of the Institute of investment and planning of the Chinese Academy of Agricultural Sciences is the project undertaking unit, and researcher Yin Changbin is the team leader of the project.

The project aims to conduct research on green farmland construction, ecological protection, production technology innovation, and improvement of agricultural development capacity, focusing on high-efficiency water-saving technology innovation, agricultural non-point source prevention and control, cultivated land ecological function protection, farmland infrastructure construction and added value of agricultural products, so as to improve the level of farmland infrastructure construction and agricultural ecological development in the basin, improve the utilization efficiency of agricultural resources, agricultural production efficiency, circulation efficiency of agricultural products and the high-quality development level of agriculture in the basin as a whole, and jointly promote the construction of green farmland, ecological environment protection, agricultural industry development and farmers' poverty alleviation and prosperity in the basin.

Since the launch of the project on June 22, 2021, based on the systematic analysis of the current situation of farmland construction and agricultural and rural development in the YRB, the KSTA team has successively organized personnel to carry out field research in Qinghai, Gansu, Ningxia, Shanxi, Shaanxi, Shandong, Henan and other provinces (21 counties (cities, districts), about 190 villages in total), as well as, collecting and sorting out the first hand information of the local farmland construction and agricultural industry development, the satisfaction of different subjects on farmland ecological environment, the farmers' willingness to participate in green farmland construction and local relevant policy needs.

According to the project research framework, the KSTA team has accurately diagnosed the outstanding problems in farmland construction and high-quality agricultural development in the YRB at this stage, and put forward the framework plan and investment and financing plan for capacity building of green farmland construction and high-quality agricultural development institutions in the YRB based on the experience of Japan, South Korea, Germany, the United States and other developed countries in farmland construction. A series of research results such as the project start-up report, problem diagnosis report, interim report, and final report (draft for comments) have been completed.

Meanwhile, several knowledge products were formed based on the theme of green farmland construction and high-quality agricultural development in the YRB, and two field dissemination activities were conducted in Sanmenxia city, Henan Province and Liaocheng city, Shandong Province from March 4-6, 2023, and online training for institutional capacity building of provincial and county-level project offices was conducted on April 11 requested by the Department of Farmland Construction of MARA, with a total of 207 participants (50% female). Relevant activities to provide technical support to promote the successful implementation of program.
