Mr. Yoshiaki Kobayashi is a national of Japan. He obtained his master’s degree in environmental science (urban and regional planning) from Tsukuba University, Japan. Mr. Kobayashi has over 30 years of professional experience, including 19 years with ADB.
He joined ADB in 2005 as Project Specialist (Water Resources) in Agriculture, Natural Resources, and Environment Division; East and Central Asia Department. He progressed to Senior Water Resources Specialist and Project Administration Unit (PAU) Head in Environment, Natural Resources, and Agriculture Division; East Asia Department and was appointed as Principal Water Resources Specialist and PAU Head in the same division.
Currently, Mr. Kobayashi is Principal Water Resources Specialist and PAU Head; East and Southeast Asia and the Pacific Team; Agriculture, Food, Nature, and Rural Development (AFNR) Sector Office; Sector Group and is supervising project administration and managing portfolio of AFNR sector for East and Southeast Asia and the Pacific. He also has been processing and administering many AFNR sector projects for East and Southeast Asia.
Prior to joining ADB, Mr. Kobayashi worked for the Ministry of Land, Infrastructure, Transport, and Tourism for water resources development; flood management; road planning and construction; and computer network development, operation, and maintenance; and for the Ministry of Health and Welfare for water supply. He also worked for Japan International Cooperation Agency as a long-term expert for the Ministry of Communication, Transport, Post, and Construction of the Lao People’s Democratic Republic for road development, river improvement, water resources management, transportation, and urban planning from 2000 to 2003.
