This law shall regulate such organizational activity or action, which affects undefined circle of persons, characterized with serious danger to the human life or health, comprises extremely important state or social interests or is connected to the application of state resources. In case established by law the action of this law may be applied to unorganized activity or action as well. This law shall also control the sphere regulated by the license and permit, define the range of varieties of the license and permit, establish the procedure of issuance of the license and permit, its amendments and revocation.
