Elisea (Bebet) Gozun is a national of the Philippines. She holds a Bachelor’s Degree in Arts from Southwestern University, Philippines. She has extensive experience in environmental policy review and analysis gained largely from alternating between roles in the government and undertaking environmental consultancy projects with IFIs and private sector companies for most of her career. Her most notable executive public sector experience was as Secretary of Department of Environment and Natural Resources (DENR, Philippines) from 2002 to 2004. She was also a member of the Board of Trustees of the Government Service Insurance System (GSIS, Philippines) from 2013 to 2016. She founded Earth Day and served as the Chairperson of Earth Day Network in the Philippines from 2004 to 2010. Due to the extent of her contributions in the field of environmental policy and management, she was conferred two honorary Doctorate Degrees in Environmental Management from Xavier University and Ramon Magsaysay Technological University. In her most recent role as Policy Analysis/Climate Resiliency Expert in Tractebel Inc., she assessed policies and institutional factors affecting aquatic and marine ecosystems, settlements, infrastructures, key livelihoods and industries. Prior to her consultancy work in Tractebel Inc., she worked with The World Bank Institute and The World Bank – Manila on different consultancy projects since 1991.
