Talat is the Procurement Specialist in the Front Office of the Procurement, Portfolio, and Financial Management Department (PPFD) and provides procurement support and oversight, in particular to the East Asia Regional Department (EARD). Since joining ADB in July 2008, Talat has been engaged in the preparation and administration of several ADB-financed agriculture, water supply and sanitation, and road infrastructure projects in Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, Pakistan, and China.
Talat has over 20 years of professional experience in procurement and project management. He holds ADB’s PASS accreditation in the procurement of goods, works, and consulting services; and APMG certification in Public- Private Partnership (foundation, preparation, execution). He has a Ph.D. degree in Agriculture and a post-graduate diploma in Integrated Rural Development. Prior to joining ADB, he worked as a procurement specialist in several ADB and IBRD-financed development projects in Uzbekistan.
