In addition and in compliance with the Supreme Court Decision, Manila Bay is hereby classified as Class SB water fit for swimming, skin diving and other primary contact recreation activities. Henceforth, all industrial establishments, business, commercial and agricultural firms, political subdivisions, government-owned or controlled corporations and other similar entities and instrumentalities, including persons discharging liquid wastes into the said water bodies are hereby required to observe and comply with the foregoing classification. For reclassified water bodies, all existing dischargers are given 5 years within which to phase their compliance with the proposed classification in order to give them ample time to institute appropriate measure to comply with the more stringent reclassification standard of the water body.
