Terry joined the City of Alexandria as the Director of the Department of Project Implementation (DPI) in Aug 2019. As Director of DPI, she leads a team of project managers, construction inspectors, and project controls support staff to deliver the City’s portfolio of capital infrastructure projects (CIP). She is responsible for developing and implementing best practices in project management, CIP cost estimating, and project delivery in addition to providing leadership and strategic direction for the City’s core infrastructure design and construction program.

She has over two decades of experience designing and managing public and private infrastructure projects. Her expertise includes project and program management; site, stormwater, and utility design; design-build project delivery; and multi-discipline team leadership.

She earned a Bachelor of Science degree in civil engineering (CE) from the US Coast Guard Academy. She is a licensed professional engineer; credentialed as a Project Management Professional by the Project Management Institute; credentialed as a Design-Build Professional by the Design-Build Institute of America; and designated a Master Stormwater Practitioner by the Chesapeake Stormwater Network and the Center for Watershed Protection. She serves as the chair of the Board of Directors for the George Mason University (GMU) Civil Engineering Institute. She also served as an adjunct professor at GMU, teaching CE design and project management.
