Ecological safety shall mean protection of vastly significant interests of an individual and of the public, [as well as] on the environment from hazards arising as a result of anthropogenic and natural impacts thereupon. Ecological hazard shall mean a set of circumstances creating hazards upon vastly significant interests of an individual and of the public, [as well as] on the environment as a result of anthropogenic and natural impacts.
