Profile / Bio: 

Courtenay Wheeler is a Policy Analyst in the Regional Development and Multi-level Governance Division of the OECD's Centre for Entrepreneurship, SMEs, Regions and Cities. At the OECD, Courtenay works on subnational government finance, infrastructure investment in regions and cities and regional development policy. He recently led the preparation of two reports for the G20 on infrastructure funding and financing in regions and cities, and led the preparation of the report on Fiscal Decentralisation in the Asia-Pacific.

Prior to joining the OECD, Courtenay worked across the infrastructure sector in Australia. He has been a senior adviser in a Australian state government, an infrastructure consultant and an environmental engineer. His experience covers multiple elements of subnational governments, including international policy, infrastructure governance, project appraisal, project planning, engineering, finance, construction management and project management. He has a bachelor’s degree in engineering, an MBA and an MPA.
