Mr. Fan Zhang (Allen) is an environmental economics scholar. He is the founder of the Hunan Innovative Low Carbon Center, the first private non-profit carbon neutrality think-tank in China with the provincial climate change authority as the business unit. Allen is also co-secretary of the Asia-Pacific Forum on Green Low-Carbon Development; a National Consultant of the Asian Development Bank as low carbon development expert member of Hunan province; the consultant of the economic and technological committee of the Hunan provincial political consultative conference; a member of the Postgraduate Education Steering Committee of the Department of Mathematical Applied Statistics of Hunan Normal University; and a master industrial mentor of Shanghai Jiaotong University. He served successively as a chief operating officer of Shanghai united carbon fund and as the chief representative of China of Japan carbon asset management co., LTD. His work has focused on climate finance and capital market for 15 years.
