Tom is experienced in the preparation of Climate Action Plans and Low Emissions Strategies for cities in the UK and overseas. Tom regularly leads stakeholder consultation events and capacity building workshops designed to identify opportunities for low emission measures and climate change mitigation & adaptation actions. Tom is currently helping to deliver a climate change programme in nine cities across six sub-Saharan African countries, which aims to identify opportunities for city-based actions to achieve sustainable development goals, and is acting as City Lead for Accra, Lagos and Dar es Salaam. Tom also provides technical support to strengthen in-country capacities for GHG inventories, and Monitoring Reporting and Verification, including the delivery of in-country training missions in Zambia, India and Georgia.
