Session 2 (May 18, 2022): Pillar Two

The purpose of this workshop is to provide a high-level over-view of the Pillar One and Pillar Two program. Specifically, it is intended to inform the listeners about the critical features of both Pillars, including:
​​​​​​​

1. Timing of the next steps connected to the release of future papers and the proposed implementation timeline;
2. Major elements of both Pillar One and Pillar Two;
3. Outstanding information yet to be released; and
4. Implementation considerations.

Outline

Two training workshops will be provided. 

Session 1 (May 13, 2022): Pillar One:

1) Overview of Pillar One’s purpose – what it seeks to achieve
2) Outline of Amount A and Amount B – Overview of how these mechanisms are intended to work
3) Discuss the 2/3 papers recently released that provide details in relation to:

• Revenue Sourcing and Nexus
• Tax Base
• Scope (presumed to be released by May)

4) Outline the future papers to be released
5) Outline the proposed implementation timing

Session 2 (May 18, 2022): Pillar Two:

1) Overview of Pillar Two’s purpose – what it seeks to achieve
2) Outline of Pillar Two key mechanisms:

• Income Inclusion Rule
• Under Taxed Payment Rule
• Subject to Tax Rule (STTR)
• Qualified Domestic Minimum Top-up-Tax

3) Outline of GloBE calculation process
4) Key guidance yet to be released:

• Implementation – compliance and filing guidance
• STTR paper

5) Member country implementation considerations.
