Profile / Bio: 

Andy is the Legal and Corporate Engagement Director at the EITI International Secretariat. He advises countries on development of institutional and legal frameworks to achieve EITI standards, particularly with regard to beneficial ownership and contract and revenue transparency. He also provides legal advice to countries and regional teams to support legal reforms and assists in drafting legislation related to extractives transparency.  Additionally, he engages with and develops corporate partners in the mining and oil and gas industries to advance EITI company expectations. Prior to joining the EITI, Andy was a lawyer at Andrew A. Irvine, P.C., in Jackson, Wyoming, where he specialised in mining and oil and gas law, and with the environmental and natural resources group at the law firm of Holland & Hart, LLP. He was awarded the Fulbright U.S. Scholar Program grant to Ecuador to investigate and develop regulatory solutions to problems resulting from artisanal and small-scale mining in the country. He is active in several nonprofit and professional organisations advancing scholarship and solutions for environmental and natural resource issues, and he frequently presents on these topics.
