Jennifer E. Lopez is the Director III of the Bureau of Human Resource and Organizational Development (BHROD), Department of Education.

She earned her Ph.D. in Linguistics with specialization in Applied Linguistics at the Philippine Normal University, Manila, M.A. in Applied Linguistics at Southern Luzon State University with academic excellence award, and BSE English at the same university/college in Lucban, Quezon. She has also acquired Postgraduate Diploma in Applied Linguistics and Certificate in Assessment in English Language Teaching with distinction at SEAMEO RELC in Singapore.

Before BHROD, she has been championing campus journalism, reading, and a special program for foreign languages for 6 consecutive years. As the former Education Program Supervisor in the Curriculum and Learning Management Division of DepEd Region IV-A, she authored two of its major regional policies: Curriculum and Learning Management Systems Framework of DepEd Region IV-A CALABARZON (RM No. 8, s. 2015) and the Regional Guidelines on Comprehensive Reading Policies (RO No. 1. S. 2018). She was also the architect in transforming and propelling Region IV-A to a historic 6-peat overall championship in the annual National Schools Press Conferences.

She has also given her excellent contributions to the Philippine National Research Center for Teacher Quality’s major projects with the Department of Education that impact teacher quality such as the development of the Philippine Professional Standards for Teachers, School Heads, and Supervisors, and all of the other projects related to it. PNU RCTQ has reached many important milestones with her generous participation and sustained engagement in all of their research activities that aim to benefit the teachers and eventually, the learners. This also serves as her entry point in the bureau. Since the bureau’s inception in 2016, it has embarked on an HROD journey to lay the groundwork for a high-performing organization by strengthening its human capital. Major initiatives of the bureau include the integration of the Philippine Professional Standards for Teachers in all of the HR systems including the Results-Based Performance Management System (RPMS). Data gathered from the use of PPST-based assessment tools for teachers are expected to inform policies on teacher hiring, promotion and/or career progression, teacher professional development, and rewards and recognition. Just recently, she has been appointed Member of the Career Progression and Specialization Program – Credit Accumulation and Transfer System (CPSP-CATS) Committee of Professional Teachers by the Professional Regulation Commission (PRC).

Ma’am J.Lo, as she is fondly called, is a Career Executive Service Eligible (CESE). Among her notable awards and recognition include Civil Service Commission (CSC) Region 4 PAGASA Award, DepEd CALABARZON’s Most Outstanding Woman, Gawad Lagablab Leadership Excellence Award in Campus Journalism, Lions’ Club International Leadership Excellence Award in Campus Journalism, Gawad Bituin Most Significant Idea Winner, DepEd’s Loyalty Award, SM Lucena’s Gawad Tanglaw Most Outstanding Teacher, and DepEd Lucena City’s Most Outstanding Teacher.
