Miguel Coulier is a Disaster Risk Management Specialist (Consultant) at International Center for Environmental Management. He has 14 years experience in disaster risk assessment and management, climate change adaptation, humanitarian coordination, resilient livelihoods, and institutional capacity strengthening. He has extensive expertise working with governments, ADB, World Bank, United Nations, NGOs, Red Cross, civil societies, and development organizations on community-based approaches and governance to disaster and climate risk. He has worked in the Kyrgyz Republic, Nepal, Mongolia, Bhutan, Cambodia, Vietnam, Lao PDR, Myanmar, and Uganda on projects that supported disaster and climate risk, vulnerability and capacity assessments, disaster management information systems and decision-support systems, mainstreaming of disaster and climate risks in socio-economic and sectoral development plans including on transport, agro-climate information systems for agricultural management and disaster risk management, and resilient livelihoods. He holds a Master’s degree in International Politics and a Master’s degree in Conflict and Development Studies.
