Profile / Bio: 

Involved in financial intelligence, investigation and asset recovery work since 2008, including policy and operational roles before taking on my current strategy role earlier in 2018.
Significant highlights include:
- Representing HMRC as part of the UK’s recent FATF 4th Mutual Evaluation Review, before successfully concluding FATF Assessor training with the IMF.
- Subsequently joining the joint FATF/MENAFATF assessment team for the UAE’s Mutual Evaluation Review, specialising in Immediate Outcomes 1 (risk identification), 2 (international cooperation), 7 (money laundering investigations) and 8 (asset recovery including cash declaration work). The report was concluded Feb 2020.
- Co-authored a joint FATF/Egmont report on TBML trends and methodologies, which was published December 2020. Developing HMRC’s response to TBML exposure, including promote, prevent and respond activity.
- Working with a range of UK partners on identifying and targeting a range of illicit finance risks, including cash and non-cash based money laundering methods.
- Supporting the refinement of the OECD’s handbook for tax specialists on identifying and understanding ML and TF risk indicators.
- Working with international partners such as the UAE, the US, Europol and others on a range of cross-cutting illicit finance risks, and developing ways of mitigating those risks and building more resilient systems.
- Developing new performance frameworks to better evidence the impact of financial investigation and asset recovery outcomes, including sustainable approaches in tackling entrenched recidivist offenders.
- Promoting HMRC’s capabilities in tackling illicit finance risks, including how and where the full range of our investigation powers can deliver significant operational outcomes.
