PhilippinesIn the late 2000s, the Kyrgyz Republic faced periods of blackouts and electricity rationing during winters. In 2010, power and heat tariffs were sharply increased triggering wide public unrest and contributed to the downfall of the government. Asian Development Bank’s Power Sector Rehabilitation Project used project communication approaches to help rebuild trust in the country’s energy sector. The project also educated consumers about energy efficiency and the benefits of an effective tariff policy.
