Consultations are especially important in FCAS and SIDS, which require special attention to achieve inclusive and sustainable development. ADB defines this special attention as context-sensitive, or tailored, approaches. With its FCAS and SIDS Approach (FSA) (2021), ADB became the first multilateral development bank to apply a single approach to both FCAS and SIDS contexts. It developed the FSA partly through consultations with stakeholders, including on safeguards compliance.
Consultations with FCAS and SIDS DMCs should continue to guide the SPRU process as ADB seeks to tailor safeguard approaches to the unique circumstances of these countries and remain fluid and adaptable in meeting their needs. Consultations can help to reveal DMCs' contextual constraints, such as weak governance or limited institutional capacity, that might affect their ability to comply with safeguards. These limitations can delay projects, creating higher transaction costs and delaying the delivery of intended project benefits.
