Currently, ADB’s approach to the core labor standards are provided for in the ADB’s Social Protection Strategy 2001. However, the implementation of the core labor standards was deemed by the ADB’s Independent Evaluation report and various stakeholders as fragmented between social protection and safeguard practices and a more consolidated approach is needed. ADB is considering the inclusion of labor and working conditions as part of the new safeguard policy. This would cover ADB policies and requirements to operationalize the core labor standards in ADB financed projects and programs covering the four areas: child labor, forced labor, freedom of association and collective bargaining, and discrimination in employment and occupation. The consultation will present findings of a labor and working conditions benchmarking study and to seek feedback from stakeholders on any potential implementation concerns to be considered in the process of developing labor and working conditions as a safeguard topic.
