Urban Rail Transport Planning and Policy Development / Public Transport Reform Specialist

Executing, Researching and Consulting services:  since last 25 Years from 1992, work for Seoul Metropolitan Government, Korea Research Institute(KOTI), and consulting with Developing countries such as Indonesia, India, Philippines, Myanmar, Nepal, Vietnam, and CEO of Urban Rail O&M company.                

Main project features: Urban Railway Masterplan in Seoul Capital Region, Subway line 9’s PPP program (defined role of Gov. and private sector: Infrastructure by GOV., O&M by Private sector), Urban railway speed improvement program( overtaking track installation in the subway lines)  reorganization of the urban public transport network; reform of the institutional framework including contracting private-public co-operating systems; integration of multimodal electronic fare (Smart Card) systems with integrated fare policy and transport operation and information systems using ICT

Activities performed: Oversaw and conducted “Urban Railway Masterplan in Seoul Capital Region”, Subway line 9’s PPP Project”, Seoul Subway System Reform Project reduced congestion, increased public transportation ridership, and improved sustainability, Subway Station Connectivity Development Project in Capital Region in Korea, Urban Railway Speed Improvement Project in Seoul Metropolitan Area.

Currently working for the Department of Transportation(DOTr) of Philippines as a public transport reform specialist, based on his Seoul transport reform.

Dr. Kim studied in Kyoto University of Japan (Rail Transport Planning), The Institute for Transport Studies at the University of Leeds, UK (Transport Engineering), Seoul National University, Korea (Transport Planning and Policy).
