Dr. Kurosaki has rich experiences in the railway sector almost 30 years in total. In 1988 he joined East Japan Railway Company (JR East). After working as a civil engineer in JR East, he was dispatched to the International Union of Railways (UIC) from 2003 to 2006. At that time, he had started research activities about the organizational reform in the railway sector and completed his thesis titled “An Analysis of Vertical Separation of Railways.”
Since his return to Japan, he worked for JR East Consultants Company until 2011 and then has been dispatched to the current Institute. During the time, he worked for several overseas consulting works ordered by JBIC, JICA, ADB, etc. Most of the works were about organizational and management issues, and he implemented the works as a railway policy specialist.
He is also a part-time lecturer in the two Japanese universities, Meiji University and Toyo University, and lectures about transport theory and railway management. He published over 50 papers articles so far.
