Ms. Yolanda Fernandez Lommen is ADB’s Country Director for the People’s Republic of China (PRC). She assumed office in August 2019. As Country Director, Ms. Fernandez Lommen leads ADB’s PRC
Resident Mission (PRCM) that manages the portfolio of about $14 billion in the country; maintains and strengthens strategic partnerships with clients, including central and local governments; assists in loan and technical assistance processing; formulates the country partnership strategy; managesexternal relations; and develops knowledge products. 
Ms. Fernandez Lommen was ADB’s Country Director in Mongolia from 2016-2019. She also served as Principal Economist for the East Asia Department from 2013-2016 and Head of the Economics Unit in PRCM from 2008 to 2012. For more than 10 years, she oversaw economics work in the PRC and Mongolia, was involved in country programing, technical assistance projects, flagship studies, knowledge products, policy dialogue, and policy-based lending for both the PRC and Mongolia. From 2006 to 2008, she was seconded to the Japan Bank for International Cooperation (JBIC) in Tokyo and worked as Senior Economist and Advisor to the Director General of the Country Analysis Department.
 
Ms. Fernandez Lommen joined ADB in 2001 as Country Economist in the Philippines Country Office. In 2002 she was appointed Country Economist for Mongolia, responsibilities that were expanded to Country Programs Specialist and Country Team Leader until 2005.
 
From 1991-2000, Ms. Fernandez Lommen worked at the Royal Spanish Center of International Relations, as Research Fellow first, and later as Head of the Asian Studies Unit. She was simultaneously, associate Professor at Complutense University, lecturing on applied economics, development patterns in Asia, and doctoral courses on economic reform in the PRC. In 2000, she became Counsellor to the Spanish Economic and Social Council, providing advice to Parliament on the socioeconomic implications of the government’s fiscal policy management.
 
Ms. Yolanda Fernandez Lommen holds a Ph.D. in Economics on the sources of growth in the PRC (Autonoma University, Madrid); a Postgraduate Diploma on International Economics Policy Research (Kiel Institute of World Economics, Germany); a M.A. in International Relations (Ortega y Gasset Institute, Madrid); and a M.A. in Economic Science (Autonoma University, Madrid).
