Vidmantas Jankauskas studied at the Vilnius University and worked for twenty years at the Lithuanian Energy Institute, researching energy economics. During that period he received his doctorate and doctor habilitation scientific degrees, published more than 100 scientific articles and several books. In 1997 he was appointed by the President of Lithuania as a Chairman of the National Control Commission for Prices and Energy, the independent energy regulator, and served there for two 5 year terms. After finishing his second term as a regulator from 2008 until today Vidmantas is working as an international energy regulatory expert, mostly in the CIS and Central European countries, advising energy ministries, energy regulators and other energy sector stakeholders on energy regulatory reform for transition countries, training energy regulators on energy policy and market regulation subjects
