Dr. Ilka Lewington has more than 30 years’ commercial, academic and consultancy experience in energy economics and regulation, specializing in energy sector reform in economies in transition. She has a profound understanding of the full range of issues facing the energy sector entities, governments and regulators during utility sector reforms, including in the heating sector. For the past 10 years she has focused on regulatory models for integrating renewable energy into the electricity and heating sectors, and has been part of the teams developing primary and secondary legislation for renewable energy support and energy markets, tariff methodologies, market and technical rules in Kazakhstan, Azerbaijan, Tajikistan, Serbia, Romania and Georgia. She is currently employed by VPC as Head of Markets & Regulation, and leads stakeholder engagement, capacity building as well as regulatory tasks in the current ADB project in Kazakhstan.
