Alvin currently serves as the Principal Operations Coordination Specialist (Environment) in the Climate Change and Sustainable Development Department at the Asian Development Bank. He also leads ADB’s Nature Solutions Finance Hub.

In his previous role, Alvin was the sector focal point in Cambodia for ADB’s Agriculture, Food, Nature, and Rural Development (AFNR) sector. There, he spearheaded program development and the implementation of ADB investments in areas such as water resources management, agriculture, irrigation, fisheries, ocean health, and natural capital. Notably, he led the preparation of the coastal and marine fisheries project, which received approval in December 2022 and became effective in 2023.

Before his tenure in Cambodia, Alvin was based in Manila from 2010, where he led ADB’s programs in the People’s Republic of China (PRC) and Mongolia. His focus included river basin restoration, water resources management, environmental policy, soil pollution and contaminated site management, restoration of coastal and inland wetlands, biodiversity, and the promotion of PRC’s green development agenda, including eco-compensation.

Alvin’s extensive experience prior to joining ADB includes prominent roles in various international organizations such as UNDP, Wetlands International, IUCN, WWF, and others.
