Bonapart Villalino Masangcay is a Bon is a Geodetic Engineer with strong technical background in Surveying, Remote Sensing, Photogrammetry, GIS Analysis and Data analytics. To name a few, his experiences as a Geodetic Engineer include being part of the survey team that surveyed the Galoc Oil Field in the seas of Palawan, PTT Oil Field in Thailand, vessel positioning in the seas of Vietnam, and data analysis in Singapore.
As GIS specialist, Bon has trained National and City Government on the use of GIS and its application in tax mapping, land use planning, Climate change and disaster risk reduction. Aside from ADB, He also has been engaged on several Projects of World Bank, USAID and AusAID-DFAT.
Bon is currently the GIS focal and administrator and SPADE, a web-based GIS tool within the Asian Development Bank. SPADE is a web-based GIS tool which can be used for project planning, safeguards, remote monitoring, to name a few.
