Develop an understanding of the unsafe nature of the current system of road use. Recognize the principles of safe system thinking. Understand the gaps to be bridged between current safety conditions and a genuinely safe system.

The principles of the Safe System approach entail a shared responsibility—for those involved in the design of the road transport system as well as road users to achieve safe outcomes. Shifting to the Safe System approach requires sustained innovation to proactively reshape the road system to achieve the desired goal, rather than reactively making incremental improvements when acceptable evidence suggests system failures could be economically addressed.
