Rafique Mustafa Shaikh is a BPS-20 Civil Servant with a diverse experience in managing public services at the project, program, and policy levels. These experiences cut across government administration, institutional development, policy formulation and implementation, project initiation and delivery, public finance, budgeting, human resource development, public procurement and program planning for economic development and social services delivery reforms. Currently, Mr. Shaikh serves at the Planning and Development Department, Government of Sindh (Pakistan) as the Special Secretary (Development), while also leading the implementation of United Nation’s Agenda 2030 in Sindh as the Project Coordinator for Sustainable Development Goals Unit – Sindh. Mr. Shaikh has a Master’s Degree in Public Policy from the Australian National University, specializing in policy analysis. He also obtained a master’s degree in International Relations from Quaid-e-Azam University, Islamabad and a post-graduate diploma in Business Administration from the Institute of Business Administration, Karachi, Pakistan.
