Dennis S. Santiago is the Executive Director V of the Government Procurement Policy Board - Technical Support Office (GPPB-TSO).

Exec. Dir. Santiago serves as Board Secretary to the GPPB and Chairperson of the Philippine Development Forum – Sub-working Group on Procurement. He likewise served as Co-Chair, OECD/DAC Task Force on Procurement and Steering Group Member, Open Contracting Partnership. He speaks in various fora as Resource Person, Lecturer or Panelist on government procurement. His interest in public procurement reform started when he joined a Non-Government Organization in 2001 - Procurement Watch, Inc. - as Procurement Monitoring Specialist, and later as Program Director for Government Affairs.

Prior to joining government, Exec. Dir. Santiago was engaged in the practice of law handling civil, criminal, labor and corporate cases, among others; and was Procurement Consultant to various government agencies, international consulting firm, and multilateral development banks performing procurement review, assessment, monitoring, evaluation, scoping and capacity development.

Exec. Dir. Santiago has a Master of Laws (LL.M.) in U.S. Legal Studies (with honors) and Certificate of Specialization in Insurance Law from the University of Connecticut School of Law, Connecticut, USA; a Master of Science (MSc) in Public Procurement Management from the University of Turin, Turin, Italy; and a Bachelor of Laws (LL.B.) from the Arellano Law University, Manila, Philippines. He teaches at the Faculty of Arts and Letters, University of Santo Tomas; the Development Academy of the Philippines (Public Management Development Program); and, the Asian Institute of Management (Project and Procurement Management Course).
