Sanjay Grover brings over 18 years of extensive PPP policy and transaction experience, both from a grantor and a sponsor’s perspective. At the PPP Thematic Group Secretariat, Sanjay is leading the Creating Investable Cities initiative to help cities in Asia-Pacific find the “most efficient financing for the most effective infrastructure” to build back better from the COVID-19 pandemic.
Prior to joining ADB in the Office of Public Private Partnerships, Sanjay worked as a consultant for the PPP Group and the Competitive Cities Knowledge Base of the World Bank and for ADB, and advised on the development of the PPP law in Georgia and Vietnam, and led project preparation and transaction advisory in Indonesia, Vietnam, and Myanmar.
Previously, Sanjay was a Senior Equity Investments Manager with Fannie Mae in the US. Here, he sourced, structured, and invested nearly $3 billion of direct equity in affordable and workforce housing through partnerships with cities and joint ventures with leading REITs. At Fannie Mae, he also launched a $400 million mezzanine loan product for financing rehabilitation and energy efficiency improvements in apartment buildings. Post the financial crisis, Sanjay implemented a PPP for a $2.4B portfolio in affordable housing. Prior to Fannie Mae, at Washington DC’s PPP Unit, Sanjay managed a $150m project development facility with Morgan Stanley and closed on nearly $600 million in large-scale transit-oriented developments. Sanjay started his career with AECOM, a large architectural-engineering firm, and led the planning and technical due diligence for many large-scale urban and transport infrastructure projects, including highways and airports.
Sanjay holds an MBA from the MIT Sloan School of Management, an MCP in Urban Development and an MS in Transport from the Georgia Institute of Technology and a BArch from School of Planning and Architecture in India
