David is currently working as Chef de Projet Transport – Lead Urban Transport Specialist at Agence Française de Développement.
He obtained his Master in Urban Planning and Management from National Engineering School (ENPC), France in 1997, and his Bachelor in Political Science from Political Science Institute, France in 1995. He obtained his Certificate in Urban Planning and Public Transport from the University of California of Los Angeles, USA in 1996.
Mr. Margonsztern currently holds the position of senior urban development specialist with a focus on urban transport, within the Urban Development and Water Division of ADB’s Central and West Asia Department. Since he started in ADB in 2009, he has worked on urban transport projects in Nepal, Bangladesh, India, Sri Lanka, Pakistan, and lastly in Azerbaijan. Prior to joining ADB, he was working in Vietnam as a Director of HCMC Urban Development Management Support Centre, where he defined and delivered institutional support on public transport, urban planning, and urban design. He also worked as Director of Institute of Urban Matters in Hanoi, where he was in charge of conceiving, launching, and directing cooperation programs in the field of urban planning and public transport.
He notably participated in a project of restructuration of the Hanoi bus network funded by the European Union, and in the definition of several metro projects. Earlier in his career, Mr. Margonsztern worked as Project Manager in SCET Ile-de-France and as a team member in the City of Rouen, where he was in charge of defining urban concepts and negotiating with stakeholders the relevant legal and financing frameworks for implementation.
