Chen Chen

Chen Chen is Director of the Transport Sector Office covering Central and West Asia, East Asia, and the Pacific at the Asian Development Bank (ADB). He has more than 24 years of professional experience in the transport sector and international development. Since joining ADB in 2007 as a Transport Specialist, he has held assignments across the Pacific and South Asia departments. From 2017 to 2020, he served as Senior Advisor to the Vice-President (Operations 1), leading quality management for strategies, business plans, and operations across Central and West Asia and South Asia. He was Country Director of the Sri Lanka Resident Mission from 2020 to 2023 before assuming his current role.

Dr. Chen has extensive expertise in transport sector development, infrastructure planning, regional connectivity, transport asset management, climate change, and public–private partnerships. He has authored 16 publications on transport asset management, climate change, and public–private partnerships, including articles published in peer-reviewed journals.

He holds a doctorate in civil engineering from Virginia Polytechnic Institute and State University (Virginia Tech), United States, a master’s degree from South China University of Technology in the People’s Republic of China, and a bachelor’s degree from Tsinghua University in the People’s Republic of China.
