David Morgado is a Senior Energy Specialist at the ADB since November 2021. He provides operational support to regional and private sector departments and contributes to knowledge work on emerging new technologies in the energy sector.
Prior to joining ADB, he was Senior Energy Policy Specialist at the Asian Infrastructure Investment Bank (AIIB). He was responsible for supporting the implementation of AIIB’s Energy Strategy, identifying investment opportunities, and assisting with project preparation.
Previously David worked at the International Energy Agency’s (IEA) Energy Efficiency in Emerging Economies Programme to scale-up of energy efficiency activities that generate economy-wide benefits with governments from major emerging economies including Brazil, India, and Mexico. He is also worked for the International Institute for Energy Conservation (IIEC) in Thailand, as an Energy Specialist and Project Manager, providing technical assistance to governments, utilities, and international development agencies including the ADB, World Bank, IFC, UNDP, UN Environment and the Asia-Pacific Economic Cooperation. His work covered energy efficiency, demand-side management, and renewable energy across Asia-Pacific and Africa.
Before IIEC, David worked for Delta Energy and Environment in the UK as an Energy Analyst and Project Manager collaborating closely with major energy companies, international agencies, policy stakeholders, equipment manufacturers, and investment banks. He assessed energy policies, markets, and new low-carbon technologies, including solar energy and fuel cells, to determine the threats and opportunities as well as supported the development of company strategies on innovative technologies. He supported major global energy companies such as SHV Gas, Engie, Chevron (Singapore), EDF, E.ON, RWE, Osaka Gas, and Nippon Oil.
David Morgado is an Environmental Engineer with an MSc in Environmental Sustainability from the University of Edinburgh.
