Kazuaki Hiraishi joined the Mitsubishi Research Institute in 1984 after graduating from the University of Tokyo where he received a bachelor’s degree in civil engineering, majoring in regional planning. He worked for the Institute for Transport Policy Studies, which is a research organization under the supervision of the Ministry of Land, Infrastructure and Transport of Japan, from 1995 to 1997. He carried out “A Study on the Indicator and Measures for Improving Urban Railways” at the Institute for Transport Policy Studies. He was awarded with a PhD from the University of Tokyo on the results of this study in 2000. He is now the secretary general of the Platinum Network Society
