Overview of Energy Efficiency Finance Mechanisms in ASEAN

Energy efficiency (EE) finance, due to its small volumes, technical complexity and multiple stakeholders involved, needs public support. The ASEAN Center of Energy initiated a JAIF funded project to support the exchange among ASEAN member states on innovative energy efficiency finance mechanisms. This presentation gives an overview of EE finance mechanisms in the region, with the Development Bank of the Philippines will share their experience with an award-winning LED street lighting lending approach to Tacloban City which uses energy service providers and maintenance service contracts. Challenges remain the development of evaluation tools for commercial finance officers and project pipelines as well as other de-risking mechanisms such as insurances. The lessons learned from the JAIF program could give some ideas to other Asian countries how to support EE finance and to the international donor community in how to provide further assistance to realize the large EE potential in this region.
