Local fiscal policies play a significant role in Viet Nam’s growth and development as a result of the budget law promulgated in 2002 that significantly increased the fiscal responsibilities of local authorities. To address several issues that hinder the effectiveness and efficiency of fiscal decentralization in the country, the central government should create measures that ensure fiscal accountability at the local government level.
