The Water Operators Partnerships (WOPs) Program is a formula for capacity building that pairs two water operators to work on specific issues. Albeit a small-scale program, it has the potential to reach even greater heights over time. Facilitating utility partnerships since 2007, the WOPs program continues to grow partnerships, expand focus areas, and leverage ADB's investment.
